Comments on the Seminar On Seminar on Economic System Reform and Development:
Based on the invitation from the embassy of the People’s Republic of China, I have been nominated by the Bank of Lebanon to attend a “Seminar on Economic System Reform and Development”. The Seminar held from 9/6/2009 to 29/6/2009, and organized by the Ministry of Commerce and the National Development and Reform Commission.
The seminar offered a fundamental stage in the reform and development in China, starting "from the year 1978 till now. Where China has moved at the economic level from the directed economy to the market economy, on several stages divided into eleven five-year plan, which had been started before the year 1978.
We have been instructed about the experience of reform and development in China through a series of lectures, at the macroeconomic and financial levels, and the geography of development and government sector, planning systems. Moreover, lectures have been presented about quality management and human resources and the pricing policy and development projects in central and western part of the country and agricultural projects.
During the Seminar, lectures presented by every participating country so, I gave a presentation about the economical and administrative situation in Lebanon.
Meanwhile, there was a practical part for the seminar, in which we have visited three different cities in China, are Beijing, Hangzou and Ningbo. We have visited several exhibitions and industrial enterprises, including the Software industry and various other industries, particularly automotive lighting and electrical cars and electronic games, solar energy and others. We visited several factories, like Foton for car manufacturing, and Led Lighting Plant, and factory for the production of solar energy.
It remains to point out the importance of archeological sites we visited in China which left beautiful impression which are characterized by creativity and uniqueness, reflecting the image of Chinese people who working collectively, in integration and dedication.
The subjects of the seminar were very important, because they informed us about a very unique and successful experience of the biggest country of the world. It is worth noting, that I expected more emphasis on the financial and banking sectors during the seminar. Also, it might be better if we had international seminar, I mean that the participants to be from all over the world, not only from Asia.
I was very impressed about almost everything during the seminar, the atmosphere, the accommodation especially in Hangzou and Ningbo. The archeological sites are fantastic, I can describe summer palace as the heaven on earth. Moreover, the employees from NDRC were very nice, they helped us in every matter we needed.
The lectures halls were very good, but one thing I consider it not suitable is the language of the PPT, because it was in Chinese and I couldn’t take enough notes from the lectures.
Finally I thank the Chinese government and people for their excellent hospitality, I am sure we will have future cooperation with all training committees and departments in China to reach a very high cooperating level.

1.Project Background
The year of 2008 witnessed 30th anniversary of China’s “reform and opening up” policy. During these 3 decades, China has undergone tremendous changes in economic and social development and achieved a great deal in economic system reform. An advanced open economic system has been established in a multilevel and multidimensional way with productive force extremely released and comprehensive national strength apparently enhanced.
Despite universal revitalization of economy, most developing countries are carrying out their economic system reform based on market demand to counter the potential risks that might be triggered by the deficient system and mechanism. China’s economic system, combining government macro control and market regulation, differ from that in the western world. Faced with the economic recession caused by international financial crisis, “China Model” shows its impressive vitality and stability and larger space for development, evidenced by remarkable results generated by relevant measures implementation. As far as developing countries are concerned, development and difficulty, opportunity and challenge always coexist. Economic system reform with Chinese characteristic could provide other developing countries with sound reference. What’s more, experiences shared during the seminar could give a major push to improve economic management level, promote economic and trade communication and cooperation, better respond to the current economic climate and trend.
2.Introduction to the Organizer
Academy of Macroeconomic Research (AMR), directly under National Development and Reform Commission, acts as one of the most powerful brain trust in China’s macroeconomic field. AMR concentrates its resource and effort on policy research and consultancy, provides government with decision-making support relating to national macroeconomic and social development. Meanwhile, governments at all levels, enterprises at home and abroad from various occupations could also turn to AMR for consulting services.
Major business scope: monitoring overall situation and development trend of national economy and society, providing suggestions on major urgent issues based on its analysis and research; carrying out researches on major issues, including development strategy, industrial structure and regional layout during economic and social development, putting forward prospective policies and theories; delivering academic research reports based on analysis relating to vital theories and practical issues during economic and social development; providing governments at all levels, domestic and foreign enterprises with consulting services concerning strategies, plans and decision making; serving as a bridge linking domestic and foreign experts and scholars together, gathering economic information, providing strategic, planning and policy.
